基于模糊聚类最大树算法的电网建设项目造价风险的关键因素识别

  • 摘要: 电网建设项目造价风险的关键因素识别是对其潜在风险损失进行有效控制的前提。当前电网建设项目造价控制过程中存在诸多风险,且各类风险对项目造价的影响程度不尽相同。为了更好地对电网建设项目造价风险进行有效控制,从计划发展风险及工程建设风险两方面建立了电网建设项目造价风险构成体系,引入模糊聚类最大树算法,通过构建数学模型,结合实证分析,对电网建设项目造价风险中的关键风险因素进行识别。通过分析可以得出电网建设项目造价风险中的关键风险为基建项目规划风险、基建立项研究风险、基建项目造价风险三大类。关键风险的识别可使项目管理者在对电网建设项目进行造价控制时具有针对性,从而可以最大限度地降低风险、提高投资效益。

     

    Abstract: The identification of power construction project cost risk is a key factor of the effective control. There are many risks in the current power grid construction project cost control process, which cause various impacts on project cost. In order to control the cost of grid construction projects better, this paper established the risk system from the aspects of development risk and construction risk. This paper introduces the method of maximal tree algorithm and identifies the key risk factors of grid construction project cost by constructing a mathematical model and empirical analysis. The conclusion can be drawn that there are three types of risk factors in power grid construction project cost such as planning risk, research risk and cost risk, which provide effective decision making information for risk control.
