Study on Bidding Mechanism with Large Customers Participating in Matchmaking Tradeoff

  • 摘要: 严重的交叉补贴和输配电价难以测算是困扰和制约我国开展大用户直购电的主要因素, 同时, 大用户直购电难以纳入竞争市场也是我国电力市场建设所面临的困境。为此, 结合电力市场建设成果研究提出一种新的直接交易模型, 即在现行电价政策格局下, 通过把交易中用户与机组的购售价差设定成为一个动态的价格参数, 实现在不改变现有电价交叉补贴的前提下用户与电厂的直接交易, 并实现价格信号的联动。算例表明, 该方法在活跃现有市场交易、实现参与方共同受益等方面具有积极作用。

     

    Abstract: The difficulty of measuring serious cross subsidization and pricing of transmission and distribution are the main obstacles that restrict the direct power perchasing by large customers, and its difficulty in incorporating into market competition is also a problem electricity market are facing in China. Therefore, a new trading pattern is proposed by reference to constructing results of electricity market. That is, under the existing pattern of price policy, price difference between customers and units during transacting is set to be a dynamic price parameter, and the direct transaction can be finished without changing current price cross subsidization and realizing the linkage of price signals. Examples show that this method play positive role in incenting current market transaction and achieving participants common benefit.
