Discussion on Key Issues of Renewable Energy Participation in the Electricity Spot Market and Its Application on A Case Study

  • 摘要: 随着我国可再生能源持续快速发展和电力市场进一步深化改革,可再生能源参与电力现货市场是必然趋势,也是可再生能源消纳的柔性灵活方式。文中梳理了我国可再生能源的发展现状,从市场机制问题和电网运行安全问题两方面探讨分析可再生能源参与电力现货市场的关键问题,提出在市场机制方面,可再生能源参与电力现货市场的必要性可以通过公平性测试和竞争性测试来确定,在电网安全运行方面,可再生能源参与电力现货市场的可行性可以通过电量平衡、电力平衡和系统调峰爬坡能力来分析。通过对某地区未来可再生能源参与电力现货市场案例分析,提出应建设深度调峰辅助服务市场,通过市场来激励火电机组参与深度调峰,提供充分灵活调节能力保障可再生能源消纳和电网的安全运行。

     

    Abstract: Along with the further deepen reform of electricity market and the sustained and fast development of renewable energy in China, it is an inevitable trend for renewable energy to participate in electricity spot market and it is a flexible way for the accommodation of renewable energy. Here, the current development situation of renewable energy in China was reviewed, and from both aspects of market mechanism and power grid operation security the key problems of renewable energy participating in electricity spot market were discussed and analyzed, and it was proposed that in the aspect of market mechanism the necessity of renewable energy participating in electricity spot market could be determined by market fairness testing and market competitiveness testing. In the aspect power grid secure operation, the feasibility of renewable energy participating in electricity spot market could be determined by the analysis on energy balance, power balance, and peak-load regulation ability system ramping capability and climbing ability. By means of the case analysis on renewable energy in a certain region participating in electricity spot market, it was put forward that an auxiliary service market for deep peak-load regulation should be constructed to stimulate thermal generating units participating in deep peak-load regulation through the market to provide sufficient and flexible regulating ability to ensure both accommodation of renewable energy and secure operation of power grid.
