基于双重熵值修正指标赋权的电网接收用户资产综合价值评估方法

A Method to Evaluate Comprehensive Value of User’s Assets Received by Power Grid Based on Double Entropy Correction Index Weighting

  • 摘要: 在输配电价改革环境下,准确评估电网接收用户资产的综合价值对电网企业的经营与发展尤为重要。文中提出了一种基于双重熵值修正指标赋权的电网接收用户资产综合价值评估方法。首先明确了信息熵和相对熵理论;为了提高专家评分结果的合理性,基于相对熵修正了评价指标重要性的专家评分结果;基于广义熵值修正G1赋权法,减少了指标赋权的主观随意性,兼顾指标经验的重要性;构建了电网接收用户资产综合价值的评估模型;最终以某省3类不同的典型用户为例,运用文中的方法对综合价值进行评估,评估结果显示更合理。

     

    Abstract: In the environment of reforming transmission and distribution prices, it is particularly important for the operation and development of power grid enterprises to accurately evaluate the comprehensive value of users’ assets received by the power grid. For this reason, based on double entropy correction index weighting a method to evaluate comprehensive value of user’s assets received by power grid was proposed. Firstly, the related theory about information entropy and relative entropy was briefly introduced. Secondly, to improve the rationality of expert scoring results, based on the relative entropy the experts scoring results to evaluate the importance of evaluation indices were revised. Thirdly, based on generalized entropy the G1 weighting method was modified to relieve the subjective arbitrariness of index weighting meanwhile the importance of experience of the indices was also taken into account. Fourthly, a model to evaluate the comprehensive value of the user’s assets received by power grid was constructed. Finally, taking three different kinds of typical users in a certain province in China for example, the proposed method was utilized to evaluate their comprehensive values. Computing results show that using the proposed method the evaluation results are more reasonable, so it can be used for reference for the operation and development of power grid enterprises.
