Bi-level Planning of Distribution Network Considering Operation Flexibility

  • Grid-connection of high proportion renewable energy is an important feature of new-type power grid. To promote the accommodation of renewable energy in new-type power grid and to improve flexible and stable operation of distribution networks, a bi-level planning model for distribution network was proposed. In the planning level of the proposed model the minimized annualized cost of distribution network operator was taken as the objective function and taking carbon emission target into account the planning scheme was determined. In the operation level the minimized flexible operation cost was taken as the objective function to determine the interruptible and transferable electric quantity in each node. The proposed model wad solved by simulated annealing particle swarm optimization, to improve the global search ability of the algorithm. Finally, by means of computing example based on EEE 33-bus distribution network system the proposed model was verified. Simulation results show that considering flexible demand in the phase of planning the system flexibility can be improved and distribution network operator’s cost of investment can be reduced, thus, the effectiveness of the proposed method is verified.
