Two-part Transmission and Distribution Price can be Selected Considering Different Voltage Levels of Load Rate Optional

  • The optional transmission and distribution price package model considering the load rate is one of the important technical and theoretical problems in the reform of the transmission and distribution price of provincial power grids in China. In view of this, this paper uses the peak load responsibility method and the transmission and distribution cost step-by-step transferring method to establish the transmission and distribution cost model for different voltage levels considering the load rate. Based on the statistical characteristics of the load rate-simultaneity rate relationship, an optional two-part transmission and distribution price model considering the load rate is constructed by using the incentive mechanism design theory. The rigorous mathematical deduction proves that the package model satisfies the incentive compatibility constraint and reveals its selectivity and its establishment conditions. This method can scientifically discriminate the true information of user load rate and effectively solve the adverse selection problem of selective pricing. The case study shows that the model can reflect the real transmission and distribution costs of users with different load rates and voltage levels and achieve fair electricity pricing. In addition, it can improve the utilization of power transmission and transformation equipment and reduce and delay grid investment. The pricing effect of the package can be close to the completely nonlinear price form when there are 4 or 5options.
