Recovery Strategies for Grids after Wildfires Considering Emergency Resource Scheduling

  • 摘要: 精确有效的山火预警能够增强电网对于线路状态的感知能力,同时合理地部署区域移动应急资源,能够为灾后故障区域提供紧急电力支撑,实现负荷快速恢复,进而提升电网韧性。该文提出一个两阶段优化框架来降低由于山火导致的潜在停电风险。首先,通过元胞自动机模型模拟山火发生的时空过程,预测山火进入电网线路安全缓冲区的初始时间和地点,并且,基于山火预测和气隙击穿机理,分析受山火影响的配电线路跳闸概率,并据此制定公共安全断电计划;然后,以停电成本、应急移动发电车发电成本以及移动储能运行成本最小为目标,提出考虑应急资源调度的山火灾后电网恢复策略,约束条件包括移动应急资源运行约束和潮流与系统运行约束;最后,以修改后的中国凉山州某地实际电网为例进行算例测试,验证所提方法的有效性,结果表明该方法能够有效降低山火对电网的影响。

     

    Abstract: Accurate and effective wildfire early warning can enhance the line state perception capability of the power grid, Besides, the reasonable deployment of regional mobile emergency resources can provide emergency power support to post-disaster fault areas, enabling rapid recovery of the load and enhancing the resilience of the grid. To address potential power outage risks caused by wildfires, we propose a two-stage optimization framework. In the first stage, a cellular automaton model is utilized to simulate the spatio-temporal process of wildfire occurrence, predicting the initial time and location of wildfire encroachment into the safety buffer zones of power lines. Furthermore, based on wildfire prediction and the air gap breakdown mechanism, the tripping probability of distribution lines affected by wildfires is analyzed. A Public Safety Power Shutoff plan is formulated accordingly. Subsequently, with the objective of minimizing the costs of power outages, emergency mobile power generation vehicle dispatch, and mobile energy storage operation, a post-wildfire power grid restoration strategy considering emergency resource scheduling is proposed. The constraints include the operational limitations of mobile emergency resources, as well as power flow and system operation constraints. A case study based on a modified real distribution grid in Liangshan Prefecture, China, is performed to validate the effectiveness of the proposed method. The results demonstrate that the proposed method is capable of effectively mitigating the impact of wildfires on the grid.
