西电东送南通道送受电双方发电权交易研究

Research on Generation Right Trade Between Contract Parties of theSouthern Corridor for West-to-east Power Transmission

  • 摘要: 为应对西电东送给受电方机组负荷带来的负面影响,从论证广东火电机组开展发电权交易的必要性和可能性出发,首次建立了跨省输电合同双方火电机组发电权交易模型,并以西电东送南通道的贵州和广东为例,验证模型,计算各方收益。结果表明,广东火电机组的负荷在约半年的时间内受外来电力影响较大,尤其是中等容量机组所受影响超过机组发电能力的5%,通过开展发电权交易加以利用是必要且可能的。发电权交易可在增加贵州省和输电网收益的同时,使广东火电机组受上述影响减少的负荷全部得到利用,损失的收益得到29.7%的补偿,且容量大的机组可获得补偿比例更高。

     

    Abstract: To cope with the negative effect of west-to-east power transmission on the load of power units in Guangdong, the model of generation right trade between trans-province power transmission contract parties is built after necessity and probability analysis on engagement of generation right trade for Guangdong thermal power unit. Then, by taking generation right trade between Guizhou and Guangdong as example, the model is verified, and benefits of both parties are calculated. Results show that the load of thermal power units in Guangdong is greatly affected by external power, particularly the effect on units with medium capacities exceed 5% of generation capacity, which show that it is necessary and probable for thermal power units in Guangdong to engage in generation right trade. Through generation right trade, the benefits of Guizhou province and transmission grid are increased, and the load reduced by above effect of Guangdong thermal generation units can be exploited totally, which compensate 29.7% loss, and the compensation proportion of units with larger capacity is bigger.
