台风天气计及停机概率的电能、惯性与一次调频联合出清模型

Combined Clearing Model of Electric Energy, Inertia and Primary Frequency Regulation Considering Shutdown Probability in Typhoon Weather

  • 摘要: 台风天气下,电力系统发生停机故障与新能源机组大规模脱网的概率增大,频率安全问题凸显。电力市场通过在现货市场出清模型中增加频率安全约束来维持系统稳定,传统的频率安全约束是基于设定固定的扰动功率推导获取,不能兼顾系统的安全性与经济性。为此,推导计及停机概率的频率安全约束,提出计及停机概率的电能、惯性与一次调频联合出清模型,并将该模型转化为混合整数二阶锥规划模型进行求解,最后基于算例验证了模型的有效性,讨论了台风天气下不同方案对资源出清结果的影响。算例结果表明,计及停机概率的电能、惯性和一次调频出清模型可以在满足系统频率安全要求的基础上降低系统成本。

     

    Abstract: In the event of typhoon, the probability of power system shutdown failure and large-scale off-grid of new energy units increases and the frequency safety problem becomes prominent. Generally, the power market maintains the system stability by adding the frequency safety constraints to the spot market clearing model. Traditional frequency safety constraints are deduced and acquired based on the fixed disturbance power, which fails to take into account the safety and economy of the system. In view of this, the frequency safety constraints are derived with shutdown probability taken into account. Consequently, a joint clearing model of electric energy, inertia and primary frequency regulation auxiliary services is proposed considering shutdown probability. The model is transformed into a mixed integer second-order cone programming model for optimization. Finally, the effectiveness of model is verified through a numerical example, and the influence of different schemes on the resource clearing result under typhoon weather is discussed. Results show that the energy, inertia, and primary frequency regulation model with shutdown probability can reduce the system cost on the basis of meeting the frequency safety requirements of the system.
